I am no gardener, would a weed suppressant membrane under the chalk prevent them growing through? Otherwise there is the plastic window boards or facia boards used on houses that the letters could be cut from with a jigsaw?

The latter would be better ed. We don't yet know how long the garden will be in its current location. We also need a better way of fixing them so they don't move about. A weed suppressant would help, but it is also the time and labour involved with the chalk idea. It would I dare say look quite impressive though.
